If you’re a PECO utility customer in Philadelphia and the surrounding areas, it’s important to be aware of upcoming changes to your electricity rates. PECO has announced an increase to its electric Generation Supply Adjustment (GSA) charges, which will take effect starting June 1st, 2025. This adjustment will impact the “Price to Compare” (PTC), the benchmark rate for your electricity supply.
PECO’s Price to Compare and How It’s Impacted
Currently, as of April 2025, the default residential Price to Compare for PECO customers sits at 9.287¢ per kilowatt-hour (kWh). This rate is primarily composed of two parts: the Standard Generation Charge (8.429¢ per kWh) and the Transmission Charge (0.858¢ per kWh).
The upcoming change involves the Generation Supply Adjustment (GSA), often labeled as the generation charge on your bill, which is the largest component of the PTC. PECO has filed with the Pennsylvania Public Utility Commission (PUC) to adjust this rate for the six-month period spanning June 1, 2025, through November 30, 2025.
Starting June 1st, the new GSA for residential customers (rate classes R and RH) will be $0.09508 per kWh. This represents an increase of approximately 13% compared to the current GSA of $0.08381 per kWh.

Why the Increase for PECO Customers?
This increase is largely attributed to the PJM capacity auction that took place in 2024. The results of this auction signaled rising wholesale energy costs for many customers within the PJM Interconnection service area, which includes Pennsylvania, Ohio, Maryland, New Jersey and several other mid-atlantic states. These increased costs are now being passed on to consumers through adjustments like PECO’s GSA.
