Penn Power Energy Choice
By default, Penn Power customers receive both their electricity distribution and supply from the utility. In 1997, Pennsylvania residents were introduced to Energy Choice as a result of the Electricity Generation Choice and Competition Act. Since then, energy customers have had the ability to choose their electricity provider and get a lower supply rate.
The Pennsylvania PUC operates PA Power Switch, the official electricity shopping site for the state. On PAPowerSwitch.com, you’ll find a large and potentially overwhelming number of providers to choose from with varying levels of reliability and customer satisfaction.

How to Compare Rates and Secure a Fixed-Rate Plan
Pennsylvania consumers have several avenues available to explore competitive electricity rates and potentially lock in a fixed-rate plan to avoid Penn Power’s Price to Compare fluctuations:
- Explore the PA Power Switch Website: The PA Power Switch website operated by the Pennsylvania Public Utilities Commission offers a comprehensive marketplace with potentially hundreds of competing energy offers. We present you with only the best rates from top-rated and trusted electricity suppliers serving Pennsylvania, saving you time and effort in your search for the ideal plan.

Understanding Your Penn Power Electricity Bill
There are two categories of charges on your electricity bill, delivery charges and supply charges. Delivery charges are what it costs for the local utility to maintain the poles, lines and infrastructures that safely deliver electricity. Supply charges are what you pay for the electricity that you use.
Energy Choice allows you to take control of your electricity supply charges and save by switching electricity providers. Learn more about charges on your Penn Power bill here.

Customer Assistance Programs Offered by Penn Power
Penn Power offers several customer assistance programs designed to help residents who are struggling to pay their electricity bills. These programs aim to prevent service termination, reduce outstanding balances, and improve energy efficiency to lower future costs.
Key programs include:
- Customer Assistance Program (CAP): This program is designed to help income-eligible residential customers manage their monthly electric bills and potentially reduce existing account balances. Participants agree to make regular monthly payments based on a percentage of their household income and may receive bill credits and debt forgiveness. This program is often administered in partnership with organizations like the Dollar Energy Fund.
- Low-Income Home Energy Assistance Program (LIHEAP): A federally funded grant program administered by the Commonwealth of Pennsylvania, LIHEAP provides financial assistance to low-income households for heating bills, and sometimes cooling bills. It offers both cash benefits (applied directly to the utility bill) and crisis grants (to help avoid shut-off or restore service in emergencies).
- Customer Assistance Referral and Evaluation Services (CARES): This program provides short-term assistance and referrals for customers experiencing temporary hardships such as family emergencies, unemployment, divorce, or medical emergencies. CARES representatives can connect customers with appropriate company or external programs.
- Hardship Funds (like Dollar Energy Fund): These emergency funds provide grants to customers facing financial crises who may not qualify for other programs or still have critical needs after exhausting other resources. Grants are typically paid directly to Penn Power on behalf of the eligible customer.
- Low Income Usage Reduction Program (LIURP) / WARM Program: This program helps low-income residential customers lower their energy consumption. Penn Power may provide in-home energy evaluations and install energy-saving measures, such as insulation, weather-stripping, and energy-efficient lighting, at no cost to the customer.
- Budget Billing (Equal Payment Plan): While not direct assistance, this program helps manage bills by averaging annual energy usage into consistent monthly payments, making bills more predictable and easier to budget for, especially during peak usage seasons.
- Payment Arrangements: Penn Power offers flexible payment plans to help customers pay off past-due balances over time, allowing them to catch up on bills and avoid disconnection.
Customers who are having difficulty paying their Penn Power bill are strongly encouraged to contact Penn Power directly at 1-800-720-3600 as soon as possible, or their local Community Action Agency, to discuss their options and apply for assistance.
